I attended this conference and enjoyed most of the panels and discussions.
The keynote speaker was Ambassador John Herbst who is the Coordinator for Reconstruction and Stabilization, U.S. State Department. He described at length the efforts of the department to build from scratch a planning and execution capability with, frankly, minimal resources at hand.
Dr. John Hillen also provided a highlight talk.
