The humanitarian crisis in Myanmar created by Cyclone Nargis presented the international community with a conundrum: at what point, if at any, is it justified for outside groups to override political boundaries to fulfil a moral obligation? Asean believes that the moral obligation is best served by working with the Myanmar’s military regime, despite its inept response to the catastrophe. In doing so it has pressured the junta into accepting foreign aid and aid workers, but the organization’s reputation will only be truly enhanced if it can ensure the junta acts on its commitments.
